The initiative treats each document as part of a wider map. Legal reasoning sits beside economic incentives; political language sits beside institutional capacity; public outcomes sit beside the daily experience of the people affected.
The 17-category structure is an internal research framework. Its detailed taxonomy remains part of the working archive while the public site shares selected analysis as it becomes ready.
This is deliberate, cumulative work: an attempt to understand not only individual decisions, but the systems that make certain decisions repeat.
